What is at stake? Discussions of climate change typically focus on low- to mid-range scenarios, with temperature increase of 1°C to 3°C. These would have severe consequences, with potentially devastating effects on the environment and human societies. However, there is also a non-negligible and less often considered ‘tail-end’ risk that temperatures might rise even further, [ ]. Climate change is a significant and lasting change in the statistical distribution of weather patterns over periods ranging from decades to millions of years. It may be a change in average weather conditions, or in the distribution of weather around the average conditions (i.e., more or fewer extreme weather events).

International maritime transport, like other economic sectors, faces a dual challenge in respect of climate change: the need to reduce its carbon emissions and, at the same time, adapt to the potentially wide-ranging impacts of climatic changes. Some of this complexity relates to the physical science of climate change; but understanding and responding to climate change also raises many social, economic, ethical, and political challenges. The chapter highlights some of the unique challenges posed by climate change that must be considered in designing the nation’s response strategies.
